Underemployment

"Despite extremely low unemployment, new employers have received numerous qualified job applicants, especially when offering slightly above-average wages and benefits. This suggests that there is a plentiful supply of underemployed workers, or people holding jobs that don't fully utilize their skills."

Wage and Benefit Survey Sample

    Accountant I: Recent college graduate with less than two years experience.
    Accountant II: College graduate with between 2 and 5 years experience. May supervise a few accountants.
    Assembler: Performs one or more repetitive bench or line assembly operations to mass produce products.
    Data Input Operator: Operates keypunch machines or CRT terminals to transcribe data from source material to computer.
    Drill Press Operator: Operates previously setup drilling machines, such as single- or multiple drill presses to drill, ream, counter-sink, spot face or tap holes in metal and nonmetal workpieces according to specs.
    Laboratory Tester: Performs lab tests to determine chemical and physical characteristics or composition of solid, liquid or gaseous materials and substances for purposes such as quality control, process control.
    Machinist: Sets up and operates machine tools, and fits and assembles parts ot make or repair metal parts, mechanisms, tools, or machines.
    Manager, Personnel: Performs administrative personnel work including recruitment, selection, classification, pay and employee relations.
    Metal Forming Related Machine Operators: Operates or tends one type of forming machines which as previously been set up. Types of machines including punching machines, shear and slitter machines, extruding and drawing machines, rolling machines, press and press brake machines, and forging machines.
    Painter, Industrial: Paints surfaces of machines, manufactured products, or working area with protective or decorative materials such as paint, enamel or lacquer.
    Punch Press Operator: Operates power press equipped with punch to notch or punch metal plates, sheets or structural shapes.
    Quality Control Technician: Examines product to ensure that quality of product conforms to standards. Removes defective items. Records number of deviations and compiles summary sheets.
    Secretary: Performs duties such as typing, taking dictation in shorthand or on transcribing machine, filing, answering telephone, and scheduling appointments. Requires one year of office clerical experience.
    Tool-and-Die Maker: Analyzes specs, lays out metal stock, sets up and operates machine tools, and fits and assembles parts to make and repair metal-working dies, cutting tools, jigs and fixtures, gages and machinist hand tools.
    Tractor-Trailer Truck Driver: Drives gasoline or diesel powered tractor-trailer combination to transfer and deliver products.
    Warehouse Worker: Receives, stores, ships and distributes materials, tools, equipment and products within establishment.
    Welder, Combination: Welds metal parts together using both gas welding or brazing & any combination of arc welding processes.

Education Test Scores

    A comparison of scores for 1992 and 1996 shows North Dakota's ACT scores have risen twice as much as the national average.

    The national average increased from 20.6 to 20.9. North Dakota's average score increased from 20.7 to 21.3 in 1996.
