The Beacon Hill Institute at Suffolk University considers a state competitive if it has policies and conditions that ensure and sustain a high level of per capita income and its continued growth. To achieve this, a state must be able to attract and incubate new businesses as well as provide an environment that is conducive to the growth of existing firms.
